Jim Dougherty became the City Attorney in Norwalk in 1992. He earned a Doctorate in Jurisprudence with Honors from Drake University Law School in 1991 and was admitted to the Iowa Bar to practice law in 1992. He has also worked for the cities of Cumming, Bevington, New Virginia, and Carlisle. In 2025, Jim joined the firm in an of counsel capacity.

Jim is a long time Norwalk citizen and business owner. He is a current member of the Iowa Bar Association and the Iowa Municipal Attorneys Association, and is the past President of the Warren County Bar Association.
